Perform all aspects of prime and subcontract closeout administration. Perform all aspects of prime and subcontract closeout including but not limited to: Decommitment of subcontractor funds, obtaining required closeout forms from subcontractors, requesting and reviewing DCAA audit of subcontractors, performing subcontractor desk audits, approving subcontractor final invoices for payment.
Develop an excellent working rapport with departmental and business area staff and assist them with the closeout process to include but not be limited to training on closeout processes and requirements. Determine Laboratory Fee entitlement on tasks and contracts and provide instruction to Billing as to the final amount to be invoiced. Perform all aspects of record retention including maintenance of closed prime and subcontract files, conversion of files to electronic media, auditing of converted files, and overseeing destruction of prime and subcontract files, when appropriate. Interface with appropriate Defense Contract Management Agency (DCMA) and Laboratory staff regarding closeout schedules. Work closely with involved APL support organizations such as Billing, Accounting & Finance, Procurement, Subcontracts, Legal and Security in the timing and submittal of closeout documents. Compile statistics and develop and maintain status reports.

Requirements |
Required: Bachelor¿s degree or equivalent years of professional work experience. Six or more year experience in prime contracting and/or subcontracting. Two or more years hands on experience in prime and/or subcontract closeouts. Working knowledge of the FAR and other relevant government contracting regulations. Excellent understanding of all rules associated with all standard contract types (fixed price, time and material, cost reimbursement, indefinite delivery). Ability to independently solve complex problems. Must have a high level of competence in the Microsoft Office suite, most notably Excel, and a superior work ethic. Ability to multi-task and manage competing priorities. Ability to obtain a clearance.
Desired: Professional certification (CACM, CPCM, CPM).
